Kabul- Free & Fair Election Forum of Afghanistan (FEFA) held a press conference to review the recommended package of Special Electoral Reform Commission (SERC) on short-term electoral reform. FEFA pointed the positive and negative points of the recommended package in this conference. FEFA technically reviewed the first recommended package of SERC and indicated its strengths and negative points in a report under the name of “Revision of Positive Points and Shortcomings of the Recommended Package of the Special Electoral Reform Commission”.
The executive director of FEFA, Mohammad Yousuf Rasheed, pointed the details of FEFA’s report on SERC’s recommended package and appreciated the members of SERC for the attempts they made in electoral reform section. He subsequently, talked on shortcomings and ambiguities of the recommended package of SERC and said, “Unlike our expectations SERC hasn’t accurately reviewed the challenges and problems of electoral system.” Mr. Rasheed said that changing of the electoral system, selection of constituencies, the Transparency Committee, the structure of commission and the relationship among the secretariat of commission and provincial offices are not clear and complete in the recommended package of SERC. He also said, “FEFA’s findings from the recommended package indicate that there is ambiguity and contradictions in some recommendations of SERC and on the other hand the implementation mechanisms are not stated for some recommendations.” He hoped that in scrutiny section of the recommendations, SERC consult with the electoral institutions and electoral experts to solve the ambiguities and shortcomings of the recommended package.
