The Most Develpment of This Month

In spite of all the challenges facing MPs, the parliament has been able to accomplish greater achievements, attain better results and avoid abusing its competencies.
Based on the FEFA’s parliamentary monitoring reports,postponing the winter recess and instead discussing the national budget precisely and in more detail, approving the budget after assessing its ambiguous sections by adding more development programs are considered the main positive accomplishments of Wolesi Jirga in the month of January.
Furthermore, Wolesi Jirga re-approved the Draft Law on Jurisdiction and Organization of the Courts and theDisabledand Martyrs Draft Law with two third votes pro despite thethe president’s rejection to endorsethese documents.
It is worth noting that the Disabled and Martyrs Draft Law discusses the amount of 5000 Afsstipulated as monthly salary for the disabled and martyrs families, while the Draft Law on Jurisdiction and Organization of Courts mandates Wolesi Jirgato decrease the extension work period of aged judges after retirement from 10 years to 5 years to provide opportunity for qualified young judges.

The Most Positive Developments of This Month


Wolesi Jirga is authorized and responsible to oversight government performances, ratify laws, approve or reject the international treaties, comment on development programs, review the fiscal documents and the annual budget.
According to the lessons learned, there is no relation and coordination among government bodies therefore budget is not approve don time to be given to the Ministries. Due to this reason the ministries cannot spend their budget according to fiscal year plan. To this end Wolsi Jirga delayed its winter recess to approve 2013 budget and review the 2010 Qatia report.
The time was limited for Wolsi Jjirga to debate on crucial issues therefore Wolesi Jirga decided to allocate Tuesdays for Committees sessions instead of plenary session.
The Natural Resources and Environment Committee of Wolsi Jirga conducted a consultative session where the related government al officials were invited to discuss the important national issues. Conducting of this session is deemed another positive development of this month.
We appreciate this action of Wolesi Jirga and consider it as most positive development of the month.

The Most Positive Development of This Month

Questioning of Ministers of Finance and Economy and chair of the central Bank due to illegal withdrawal of money and prices climb is considered the most positive development of this month. Wolsi Jirga questioned the ministers of finance and Economy and chair of the central bank due to people complaints on enhancement of food prices. The MPs urged the mentioned officials to find a solution and rescue the country from an economic disaster.

Wolsi Jirga also questioned chair of the Independent Election Commssion due to the announcement of holding the date of presidential and provincial councils elections which is set to be held on April-, 5, 2012, the MPs urged chair of the Independent Election Commission to set the date of election according to the Afghan constitution.
Questioning of the economic officials and chair of the Independent Election Commission strengthens transparency and overnighting role of Wolsi Jirga.

The Most Development of This Month

Observing of the committees sessions by Abdul Rauf Ibrahimi chair of Wolsi Jirga is the most positive development of this month, this observation take place while some MPs do not participate at the committee’s sessions and this issue make the committees to not hold session due to the quorum incompletion. At the same time questioning the members of disaster response committee (health minister, public welfare minister, agriculture minister and refugee’s minister) is considered another positive development. Observing the government activities is an important duty of Wolsi Jirga, especially during the winter season that the government should take necessary actions and assist people at remote areas.
